What is significance of FPIs investing in primary market despite secondary market selling?

Investment in the primary market by foreign institutional investors i.e. FPIs is continuously increasing... In the last 2 months, FPIs have invested Rs 12,500 crore in the primary market, while there has been continuous selling in the secondary market for the last 3 months.
